The Massachusetts Lottery produced $4.4 billion in gross revenue in Fiscal Year 2005, only 1.8% of which went toward administrative expenses, making Massachusetts the most efficient lottery in the United States. Of the over $936 million generated in revenues in Fiscal Year 2005, the 351 cities and towns in Massachusetts directly received over $736 million to support critical local services such as fire, police and schools.
