Application Details

Process

All current owners, partners, LLC members, LLP managers or corporate officers listed on the application are subject to:

  • Finance Review – Credit check and existing debt from a prior Lottery licensee at the proposed location will be considered during the approval process.

  • Online Criminal Background Screening

  • Site Assessment – the proposed location will undergo a site assessment to measure its sales potential.

 Fees

  • $200 non-refundable application fee, regardless of the outcome of the application. 

  • Once licensed by the Lottery, all agents are charged: $2.00 per diem service fee and $2.00 per diem bonding fee.

Requirements

  • Massachusetts State Lottery Commission (MSLC) licenses are issued subject to the requirements of 961 CMR 2.00-4.00. 

  • By state law, no member of the commission or covered state employee of the Massachusetts State Lottery, as well as their immediate family members who reside in the same household and in the same principal place of abode, shall be issued a license to sell lottery tickets.   • MSLC sales agent licenses are not transferable. If you have purchased or are in the process of buying a business establishment that is currently licensed to sell MSLC products, you will have to apply for a new license to sell MSLC products.

  • Proposed locations must be a retail business and cannot be established for the sole purpose of selling MSLC Products.

You can apply to become a Licensed Sales Agent by creating an account on the Massachusetts State Lottery Licensing portal.

In order to create an application account, you will need an email address. Once you have created an account, you can track the progress of your application by logging into the portal and reviewing the status at any time

  • The Massachusetts State Lottery will work with newly licensed agents to determine if their business is functionally accessible for individuals with mobility impairments. If the accessibility at the location is limited, the Lottery will work with new agents to determine the best course of action to address or eliminate barriers for customers with mobility impairments.
