GTECH Corporation was the appropriate choice for the Lottery based on GTECH’s ability to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI).

Audit-Financial Services

KPMG, LLP a Massachusetts residing firm, has been selected to conduct and perform the Massachusetts State Lottery Commissions’ (MSLC) financial audit and financial services: 

  1. A financial audit of the MSLC’s financial statements in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the United States for the fiscal years that end on June 30, 2013, 2014, and 2015, with annual optional years of 2016, and 2017. The audit should result in the issuance of an accounting opinion and a report on internal control and operations over financial reporting.

     

  2. Agreed Upon Procedure (AUP) reviews for multistate draw games Mega Millions, Powerball (and related Megaplier and Powerplay games), and Lucky for Life conducted in accordance with attestation standards established by the American Institute of Certified Public Accountants (AICPA). Note: There will be a separate report issued for each, for a total of five (5) reports.

  3. Other auditing and financial consulting services as assigned by the MSLC.

     

  4. The KPMG may be required to report before the Massachusetts State Lottery Commission on occasion.

     

The Procurement Management Team (PMT) determined that the submission by KPMG constituted the best value for the MSLC based on various criteria, including but not limited to the firm's ability to perform the services requested, experience with government Lottery entities, professional staff assigned to the project, past work products, relevant work experience, overall quality of the response, and competitiveness of the fee proposal.

Game Theme and Graphics for a Keno Style Game

New Vision Gaming and Development, Inc., a Massachusetts based business, has been selected to provide the Lottery with a license for a Keno-style monitor game concept. The MSLC currently operates two products, referred to as “monitor games”. These two products are Keno and The Daily Race Game. Each product is distinct from the other and one or both can be run at an individual retailer (agent) location. The MSLC sought to replace The Daily Race Game with a new poker/card-themed product. The Daily Race Game is offered to players at 1,000 Lottery Agents statewide. The Daily Race Game’s FY12 sales were $23.6 million and the game returned $5.4 million to cities and towns of Massachusetts. The Procurement Management Team determined that the submission by New Vision Gaming and Development, Inc., constituted the best value for the Lottery. This award was based on the overall response to the RFR, total combined score and the total cost of the contract for the three-year period.

Included in this award are nine (9) types of bet slips used in our on-line terminals:  The Daily Numbers 1 & 2 Digit Bets, Daily Numbers 3 & 4 Digit Bets, Power Ball, Megabucks, Seven (7) Day Mass Cash, Keno, Mega Millions with Megaplier, Daily Race Game, and Lucky For Life. Lottery bet slips are used with the GTECH Isys Betting Terminal as part of the Massachusetts State Lottery Commission wagering system.  The procurement included the paper stock, printing, packaging and delivery of the bet slips.  The selection of Diversified Business Systems (DBS) and RMF Printing Technologies, Inc. to supply Lottery Bet Slips, on an as needed basis, will benefit MSLC with the printing of Lottery Bet Slips. Both vendors have strengths and experience in various aspects of printing Lottery Bet Slips. The  experience of the firms and proposed fees were all viewed as advantageous to the Lottery.

The Massachusetts State Lottery Commission ("Lottery") requested qualified brokerage firms to be one of a pool of firms eligible to provide zero coupon non-callable U.S. Government securities commonly referred to as STRIPS (Separate Trading of Registered Interest and Principal of Securities) to the Lottery via a competitive offering process. The current investment policy of the Lottery calls for the purchase of STRIPS to fund annual installments payments. A qualified firm is one which: (a) is designated as a Government Securities Dealer; (b) maintains a rating of investment grade or better by a nationally recognized rating agency; (c) maintains excess net capital of $250 million or greater; (d) is authorized to conduct the business of dealing securities in the Commonwealth of Massachusetts; and (e) submits its most recent audited financial statements, and SEC Form 10K. Based upon the responses, the Procurement Management Team (PMT) agreed that four (4) qualified brokerage firms met the criteria to be approved to the MSLC's "Pre-Qualified List of Providers". This prequalified vendor list will allow the Lottery to move timely in securing STRIPS

U.S. Government Securities-STRIPS

The Massachusetts State Lottery Commission ("Lottery") requested qualified Insurance Companies to be one of a pool of Insurance Companies eligible to provide “LIFETIME” Annuity Bids to the Lottery. A life annuity pays a guaranteed income for life. The Lottery purchases from Insurance Companies lawfully doing business in the Commonwealth, annuities payable to the Commonwealth to be used for payment of Lottery prizes. Winning firms are selected through a competitive bid process using an “Annuity Solicitation Letter” and “Official Annuity Offer Form” which details the response requirements and the bid opening date. The Procurement Management Team (PMT) determined that the submissions constituted the best value for the Lottery. Based upon the responses, the PMT agreed that seven (7) Insurance companies met the criteria to be approved to the MSLC's "Pre-Qualified List of Providers" of lifetime annuity bids.
