Carahsoft Technology Corp., has been selected to provide the Lottery with a software license and technical/maintenance support for a Sybase Adaptive Server (Enterprise Edition and HP TRU64 Open Server, both on an HP TRU64 platform). Contract duration: July 1, 2015 – June 30, 2016.

Connelly Partners, LLC has been selected by the Massachusetts State Lottery Commission (MSLC) to provide advertising services that will be strategically designed to increase the sale of Lottery games and maximize the net profit returned to the Commonwealth for cities and towns. Connelly Partners, LLC will work in partnership with the Lottery staff in the development and implementation of an integrated marketing/advertising plan. The Procurement Management Team (PMT) determined that the submission by Connelly Partners, LLC resulted in  best overall value for the MSLC based on various criteria, including but not limited to, the firm's ability to perform the services requested, fee proposal, professional staff, and the overall quality of the response.

RealPoliTech, Inc. has been selected by the Massachusetts State Lottery Commission (MSLC) to provide a Software Application and Its Supporting Systems for Mobile Devices, such as tablets, smart phones, PDAs, etc., which will be user-friendly. The mobile software application will receive the MSLC game results to the user’s interface in near real time of the actual MSLC game drawing and display the results based on user input. The application will allow MSLC’s players to scan their game tickets to reach animated game draw results. Giving MSLC’s players a streamlined and attractive experience via an Apple or Android Application. The Procurement Management Team (PMT) determined that the submission by, RealPoliTech, Inc., 224 Townsend Street, San Francisco, CA 94107 derived the best overall value for the MSLC based on various criteria, including but not limited to the company's willingness and apparent ability to perform the services requested, professional staff, overall quality of the response, and fee proposal were just a few factors that led to the award.

CA Technologies has been selected to provide the Lottery with annual license programs and maintenance for VSE Software with use with MSLC’s IMB applications.  CA Technologies was the fitting choice for the Lottery based on CA Technologies ability to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI). Contract duration: July 1, 2015– June 30, 2018.

LD Plastics and Displays and MP Plastics, LLC were selected to provide the Lottery with acrylic dispensers and displays for use at MSLC retail sales agents’ locations. The cost, construction, quality, material, appearance, and timeline for delivery of the acrylic dispensers and displays were paramount importance to the MSLC and led to the awards.

Verizon Enterprise Solutions has been selected by the Massachusetts State Lottery Commission (MSLC) to provide statewide communication network services to serve the existing MSLC Lottery Agents located throughout the Commonwealth. The Procurement Management Team (PMT) determined that the submission by Verizon Enterprise Solutions derived the best overall value for the MSLC based on various criteria, including but not limited to the company's ability to perform the services requested, professional staff, overall quality of the response, and fee proposal were just a few factors that led to the award.

Sybase, Inc., has been selected to provide the Lottery with a software license and technical/maintenance support for a Sybase Adaptive Server (Enterprise Edition and HP TRU64 Open Server, both on an HP TRU64 platform). Inquiries, Inc., has been selected by the Massachusetts State Lottery Commission (MSLC) to provide Criminal Background Screening Services on all new Lottery Retail Sales Agent applicants, and/or upon a change of corporate officers or substantial authority at an existing Lottery Retail Sales Agent location. The Massachusetts State Lottery Commission (MSLC) sought responses for Criminal Background Screening Services. The MSLC is statutorily required to perform criminal records checks on persons (to include any natural person, joint venture, partnership, corporation, or other business, or legal entity) who have applied to be licensed as a Lottery Retail Sales Agent in order to sell Lottery products. The Procurement Management Team (PMT) determined that the submission by Inquiries, Inc., derived the best overall value for the MSLC based on various criteria, including but not limited to the firm profile, relevant work experience, organizational resources, past work products, functions of proposed personnel, and competitiveness of the Fee Proposal. GTECH Corporation, has been selected to provide the Lottery with spare repair parts for its betting terminals, Express Point terminals, and Instant Ticket Dispensers as manufactured by GTECH Corp. GTECH Corporation was the appropriate choice for the Lottery based on GTECH’s ability to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI) BD-14-1062-LOT-00001-00000000324 NOI LOT 1407. Contract duration: July 1, 2014 – June 30, 2016.

GTECH Corporation and Peripheral Development Corporation have been selected to fulfill the Massachusetts State Lottery Commission’s (MSLC) request for repair and reconditioning services for various parts/sub-assemblies for its betting terminals, Express Point terminals, and Instant Ticket Vending Machines (ITVM) as manufactured by GTECH Corp. In addition, parts/sub-assemblies are included for the ITVMs as manufactured by Interlott Technologies, Inc., (a division of GTECH Corp.). as produced by GTECH Corporation, 10 Memorial Boulevard Providence, RI 02903 U.S.A. GTECH Corporation and Peripheral Development Corporation were the principal choices for the Lottery based on GTECH and Peripheral Development Corporation abilities  to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI) BD-14-1062-LOT-00001-00000000338 NOI LOT 1408. Contract duration: July 1, 2014 – June 30, 2016.

Lapis Software Associates, LLC has been selected by the Massachusetts State Lottery Commission (MSLC) to provide a Lottery Retail Management System that will provide the MSLC Sales Representatives with information necessary to increase sales and build relationships with the Lottery Retail Agents. Lapis Software Associates, LLC will provide the MSLC with gemIntelligence, an application that provides automation and productivity tools for MSLC Sales Representatives and a retail portal. This will permit the MSLC to improve its service to Lottery Retail Agents, and for MSLC Sales Representatives to provide more effective support. The Procurement Management Team (PMT) determined that the submission by Lapis Software Associates, LLC derived the best overall value for the MSLC based on various criteria, including but not limited to the company's willingness and apparent ability to perform the services requested, professional staff, overall quality of the response, and fee proposal were just a few factors that led to the award.

No Awardee and no new game ideas were discovered in this process.

GTECH Corporation has been selected to fulfill the Massachusetts State Lottery Commission’s (MSLC) request to seek support for PRO: SYS a software system as produced by GTECH Corporation, 10 Memorial Boulevard, Providence, RI, 02817. PRO: SYS software system areas of support include: Hotline Support, Emergency Operational Support, Emergency Software Support, Emergency Configuration Support, and Software Development Support.  GTECH Corporation was the principal choice for the Lottery based on GTECH’s ability to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI).

GTECH Corporation, has been selected to provide the Lottery with GWARE. GWARE is a sophisticated PC based system, which provides the Massachusetts State Lottery Commission (MSLC) with historic lottery data storage, analysis and reporting. GTECH Corporation was the appropriate choice for the Lottery based on GTECH’s ability to perform the services requested. There were no competing inquiries or responses to the Notice of Intent (NOI).

KPMG, LLP a Massachusetts residing firm, has been selected to conduct and perform the Massachusetts State Lottery Commissions’ (MSLC) financial audit and financial services: 

1. A financial audit of the MSLC’s financial statements in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the United States for the fiscal years that end on June 30, 2013, 2014, and 2015, with annual optional years of 2016, and 2017. The audit should result in the issuance of an accounting opinion and a report on internal control and operations over financial reporting.

    

2. Agreed Upon Procedure (AUP) reviews for multistate draw games Mega Millions, Powerball (and related Megaplier and Powerplay games), and Lucky for Life conducted in accordance with attestation standards established by the American Institute of Certified Public Accountants (AICPA). Note: There will be a separate report issued for each, for a total of five (5) reports.

3. Other auditing and financial consulting services as assigned by the MSLC.

    

4. The KPMG may be required to report before the Massachusetts State Lottery Commission on occasion.

    

The Procurement Management Team (PMT) determined that the submission by KPMG constituted the best value for the MSLC based on various criteria, including but not limited to the firm's ability to perform the services requested, experience with government Lottery entities, professional staff assigned to the project, past work products, relevant work experience, overall quality of the response, and competitiveness of the fee proposal.

New Vision Gaming and Development, Inc., a Massachusetts based business, has been selected to provide the Lottery with a license for a Keno-style monitor game concept. The MSLC currently operates two products, referred to as “monitor games”. These two products are Keno and The Daily Race Game. Each product is distinct from the other and one or both can be run at an individual retailer (agent) location. The MSLC sought to replace The Daily Race Game with a new poker/card-themed product. The Daily Race Game is offered to players at 1,000 Lottery Agents statewide. The Daily Race Game’s FY12 sales were $23.6 million and the game returned $5.4 million to cities and towns of Massachusetts. The Procurement Management Team determined that the submission by New Vision Gaming and Development, Inc., constituted the best value for the Lottery. This award was based on the overall response to the RFR, total combined score and the total cost of the contract for the three-year period.

A-Prime Handling, Inc.- a Massachusetts based sales and installation firm since 1977- has been selected to provide the Massachusetts State Lottery Commission (MSLC) with Warehouse System Maintenance and Preventative Maintenance (PM) repairs. The Procurement Management Team determined that the submission by A-Prime Handling, Inc. to be advantageous to the Lottery based on various criteria, including but not limited to the firm's ability to perform the services requested, relevant and past work experience, and competitiveness of the cost structure.

Connelly Partners, LLC a Boston advertising agency, media agency, and search agency has been selected to provide a range of advertising services strategically designed to increase the sale of Lottery games and maximize the net profit returned to the Commonwealth for cities and towns. The Procurement Management Team (PMT) determined that the submission by Connelly Partners, LLC  constituted the best value for the Lottery based on various criteria, including but not limited to  the firm's ability to perform the services requested, experience with governmental entities, professional staff assigned to the project,  firm profile, relevant work experience,  and competitiveness of the Fee Proposal.

Ipsos, a Massachusetts residing firm, has been selected to provide the Massachusetts State Lottery Commission (MSLC) an Emerging Market Study to gather raw data to assess how best MSLC can attract a younger demographic market, in particular 18-34 year olds to grow MSLC’s gaming market share. This will be a national U.S. study, with an optional Massachusetts statewide specific report, that targets that emerging market. There were no competing inquiries or responses to the Notice of Intent (NOI).

Diversified Business Systems (DBS) a Massachusetts based corporation and RMF Printing Technologies, Inc. have been selected to provide Lottery Bet Slips. Included in this award are nine (9) types of bet slips used in our on-line terminals:  The Daily Numbers 1 & 2 Digit Bets, Daily Numbers 3 & 4 Digit Bets, Power Ball, Megabucks, Seven (7) Day Mass Cash, Keno, Mega Millions with Megaplier, Daily Race Game, and Lucky For Life. Lottery bet slips are used with the GTECH Isys Betting Terminal as part of the Massachusetts State Lottery Commission wagering system.  The procurement included the paper stock, printing, packaging and delivery of the bet slips.  The selection of Diversified Business Systems (DBS) and RMF Printing Technologies, Inc. to supply Lottery Bet Slips, on an as needed basis, will benefit MSLC with the printing of Lottery Bet Slips. Both vendors have strengths and experience in various aspects of printing Lottery Bet Slips. The  experience of the firms and proposed fees were all viewed as advantageous to the Lottery.

GTECH Printing Corporation, Pollard Banknote Limited, and Scientific Games International, Inc. have been selected to fulfill the Massachusetts State Lottery Commission’s (MSLC) request for the provision of Lottery Instant Tickets, Game Design, and Marketing Services. The Procurement Management Team (PMT) determined that the submission by GTECH Printing Corporation, Pollard Banknote Limited, and Scientific Games International, Inc., were the best choice for the Lottery based on various criteria, including but not limited to the vendors’ abilities to perform the services requested, overall quality of the response, and capacity to meet the MSLC’s Instant Ticket, Game Design, and Marketing Services requirements.  Based upon the evaluated bids, cost tables, and responses and resulting scores, all three (3) bidders have qualified to provide Instant Tickets, Game Design, and Marketing Services to the Lottery.  The vendors’ abilities to perform the services requested, experience with governmental entities, relevant work experiences, organizational resources, past work experiences, and competitiveness of the Fee Proposals deemed these awards to be the best value for the Lottery.

UPS has been selected to provide the Massachusetts State Lottery Commission (MSLC) guaranteed overnight next business day delivery services of several Lottery products from its Central Warehouse Facility, 60 Columbian Street, Braintree, MA and or a secondary Canton location, 40 Industrial Drive, Canton, MA 02021 to its statewide Sales Agent network. The Procurement Management Team determined that the submission by UPS constituted the best value for the Lottery based on various criteria, including but not limited to the firm's ability to perform the services requested, experience with government entities, overall quality of the response, relevant work experience, organizational resources, past work experience, and competitiveness of the Fee Proposal.

GTECH Corporation has been selected to fulfill the Massachusetts State Lottery Commission (MSLC) request to purchase re-inking printer ribbon cartridges for use in the GTECH Isys 503 DVT Lottery Terminal with a 27-wire dot matrix printer. The Procurement Management Team determined that the submission by GTECH Corporation was the best choice for the Lottery based on various criteria, including but not limited to the firm's ability to perform the services requested, overall quality of the response, and capacity to meet the MSLC’s inventory demands.

RMF Technologies Inc., has been selected to fulfill the Massachusetts State Lottery Commission (MSLC) request to purchase roll paper ticket stock for use in GTECH Isys 501 DVT Lottery terminals equipped with a 27-wire printer to issue all variable length Lottery tickets. The Procurement Management Team determined that the submission by RMF Technologies Inc., was the best choice for the Lottery based on various criteria, including but not limited to the firm's ability to perform the services requested, overall quality of the response, and capacity to meet the MSLC’s inventory demands.

XPEDX, Milhench, Inc., and Pacific Packing have been selected to provide the Massachusetts State Lottery Commission (MSLC) as follows: 1) two (2) different size heavy duty polypropylene carton sealing tapes, Intertape Polymer Group # 9100, 2)  Stretch Wrap (roll film) to be used on a Lantech, Inc. Model # Q-300XT machine and 3)  100 % Biodegradable Cushioning Materials (peanut shaped dunnage) to be used as filling material in shipping cartons.  Based upon the evaluated bids, cost tables,  and resulting scores. The vendors’ abilities to perform the services requested, experience with government entities, and competitiveness of the Fee Proposals deemed these awards to be the best value for the Lottery.

Camelot Global Service, Inc.’s detailed, well-written response, its level of experience, resources, presence in the European as well as American gaming markets, as well as its methodology planned for this engagement were just a few factors that led to the award and deemed this to be the best value for the Lottery.  

SJ Services has been selected to provide custodial services at eight (8) Massachusetts State Lottery locations. The Procurement Management Team (PMT) determined that the submission by SJ Services constituted the best value for the Lottery based on various criteria, including but not limited to, the firm's ability to perform the services requested, experience, overall quality of the response, and competitiveness of the Fee Proposal.

The Massachusetts State Lottery Commission ("Lottery") requested qualification statements from recognized law firms and individual attorneys licensed to practice in Massachusetts and interested in providing outside legal counsel services for matters arising in the course of the Lottery's multifaceted business. Based upon the responses, the Procurement Management Team (PMT) agreed that fourteen (14) firms met the criteria to be approved to the MSLC's "Pre-Qualified List of Providers" of law firms. 

Sterling Corporation and Tobin & Sons Moving and Storage, Inc. have been selected to provide the Massachusetts State Lottery Commission (MSLC) with moving services to deliver new/used Instant Ticket Lottery Vending Machines (ITVM’s), Player Activated Terminals (PAT’s), and other MSLC products/items, etc., on a port to port basis. This contract also included “Emergency Recovery” of ITVM’s, PAT’s and other items. The MSLC is also required short term storage space. The experience of the firms and proposed fees were viewed as advantageous to the Lottery.

The Massachusetts State Lottery Commission ("Lottery") requested qualified brokerage firms to be one of a pool of firms eligible to provide zero coupon non-callable U.S. Government securities commonly referred to as STRIPS (Separate Trading of Registered Interest and Principal of Securities) to the Lottery via a competitive offering process. The current investment policy of the Lottery calls for the purchase of STRIPS to fund annual installments payments. A qualified firm is one which: (a) is designated as a Government Securities Dealer; (b) maintains a rating of investment grade or better by a nationally recognized rating agency; (c) maintains excess net capital of $250 million or greater; (d) is authorized to conduct the business of dealing securities in the Commonwealth of Massachusetts; and (e) submits its most recent audited financial statements, and SEC Form 10K. Based upon the responses, the Procurement Management Team (PMT) agreed that four (4) qualified brokerage firms met the criteria to be approved to the MSLC's "Pre-Qualified List of Providers". This prequalified vendor list will allow the Lottery to move timely in securing STRIPS

The Massachusetts State Lottery Commission ("Lottery") requested qualified Insurance Companies to be one of a pool of Insurance Companies eligible to provide “LIFETIME” Annuity Bids to the Lottery. A life annuity pays a guaranteed income for life. The Lottery purchases from Insurance Companies lawfully doing business in the Commonwealth, annuities payable to the Commonwealth to be used for payment of Lottery prizes. Winning firms are selected through a competitive bid process using an “Annuity Solicitation Letter” and “Official Annuity Offer Form” which details the response requirements and the bid opening date. The Procurement Management Team (PMT) determined that the submissions constituted the best value for the Lottery. Based upon the responses, the PMT agreed that seven (7) Insurance companies met the criteria to be approved to the MSLC's "Pre-Qualified List of Providers" of lifetime annuity bids.
